Sandag Multiple Zone Systems

Completed speed-ups for pandas lookups #167
Lookups are 60x faster now and performance should therefore be sufficient
Instead of integrating this into the MTC TM1 example to get some test coverage, we're going to develop a simpler (cropped) SANDAG test data set with full test coverage and commit this to the repo
We will investigate speeding up get_taps_mazs as well
These two activities should exhaust the remaining budget
@Wu will re-runs his tests and report back to the group

@RSG to start on logsums additions next week
The team is not concerned about the earlier ActivitySim project since it appears to not be active and there does not appear to be any copyright/licensing issues
The AMPO partners are in agreement to keep working through the MTC TM1 example implementation
PSRC has made a lot of progress in building a buffering step into ActivitySim
- Hopefully done in a few weeks, maybe we can integrate as part of next year's work program
- Added a new module to asim core for network queries
- Needs to get the testing (using a sample of parcels) and documentation together
- Use a feature branch instead of develop branch since it may sit unmerged for awhile
Next time we'll discuss @Clint's outreach to other MPOs
