Installing CA with Sequential Serial Numbers

Prior to PKI 11.5 the CA will be installed with Sequential Serial Numbers v1 by default. Since PKI 11.5 the CA will be installed with Random Serial Numbers v3 by default, but it can optionally be installed with sequential serial numbers.
