Adds inlet pressure regulator to Plasma TEG burn chamber, per #39570
Why / Balance
#39570 requests adding inlet pressure regulators to burn chambers on all maps in rotation to mitigate consequences of the delta-pressure feature (#39238). Plasma's TEG burn chamber already meets the other criteria mentioned in #39570. It only required the addition of an inlet pressure regulator, which this PR adds.
The burn chamber east of Atmos will be addressed by a separate PR.
Technical details
Adds 3 pipes, one manual valve (open), one inlet pressure regulator (setpoint 95,000 kPa), and a passive vent. Tees off of existing burn chamber output pipe.
