Remove Helper Method Frames (HMF) from Reflection

Convert RuntimeMethodHandle.GetDeclaringType() to managed and QCall.
Convert RuntimeTypeHandle.GetElementType() to managed.
Correct nullability in signature and usage.
Convert RuntimeTypeHandle.GetDeclaringType() to managed and QCalls.
Remove GetRuntimeTypeHelper().
