Adds link to DEI suggestions form, in two places: - under a new "Getting Involved" heading - in section on DEI resources Fixes USRSE/dei-wg#17

Looks great! I didn't verify it built locally, but the CircleCI artifacts look good.
Just a quick question about the "published" sheet. Does this link need to be updated after every time the sheet is updated and published again, or is this a unique link that will always contain the most recent published version of this document? If the latter, then I approve this PR 😸
There is a way to set it so it updates automatically. But this is a problem with Google Sheets, not the site. I will set to "republish automatically" for now and we should keep an eye on it edit: I just realized the footer of the sheet published as a page says:

Description
On the DEI working group page, adds a "resources" heading under "work products" with a link to the existing spreadsheet of resources (published as html).
Also adds a new "getting involved" header at the top, with existing language about getting involved, as well as a sentence about and a link to the suggestions form.
