Add resources and link to suggestion form to dei wg page #893

Description

On the DEI working group page, adds a "resources" heading under "work products" with a link to the existing spreadsheet of resources (published as html).

Also adds a new "getting involved" header at the top, with existing language about getting involved, as well as a sentence about and a link to the suggestions form.

"Resources" fixes USRSE/dei-wg#7

Looks great! I didn't verify it built locally, but the CircleCI artifacts look good.

Just a quick question about the "published" sheet. Does this link need to be updated after every time the sheet is updated and published again, or is this a unique link that will always contain the most recent published version of this document? If the latter, then I approve this PR 😸

There is a way to set it so it updates automatically.
I only just found out you can even do this, but IME it is less than perfect:
rseng/rse#76 (comment)

But this is a problem with Google Sheets, not the site. I will set to "republish automatically" for now and we should keep an eye on it

edit: I just realized the footer of the sheet published as a page says:

Updated automatically every 5 minutes

Mystery solved. I think it will be fine

Looks good. I especially like how the "published" version of the Google spreadsheet looks.
