Add resources and link to suggestion form to dei wg page (#893)
* Add resources section + link to wg/dei.md Fixes USRSE/dei-wg#7 * Add link to form on wg/dei.md Adds link to DEI suggestions form, in two places: - under a new "Getting Involved" heading - in section on DEI resources Fixes USRSE/dei-wg#17
