This patch removes
prereq-rosdep-keys.txtthat was originally used byros2_example_bazel_installed/setup/install_prereqs.shto resolve and install apt packages before the ROS workspace existed. Since #278 migrated setup to ROS debians, nothing consumes it at build or install time.This removes the entire chain that existed solely to keep that file in sync with the installed ROS2 distribution.
