Updating organization logos on Catalog

We use the data.gov site to upload logos and images to S3. Go to https://github.com/GSA/datagov-website/tree/main/www.data.gov/app/themes/roots-nextdatagov/assets/img and add the image there via a PR.

Then in CKAN, edit the organization as an admin and update the image URL to the one from datagov-website.

When we move to an easier managed static site, the location will change.
