JSViewer1.3(noportal-min) is builded by esri-webappbuilder1.3,but do not need portal or something,you can use you own local server ! webappbuilder1.3 arcgis 的在线构建应用的平台，改造他生成的项目的代码，去掉portal的依赖，可使用自己本地的服务，以及天地图谷歌等地图服务，如果你认为对你有帮助的请加star。
