Initial Release for the C++ Dev tools.

Target
establish a library baseline for the Ayon Cpp development.

Includes:

• Header only library
• Environment Variable handers for C++
• Logging Libary that uses SPD Log as a Backend.
• Name Space Macros and Definitions
• Documentation
• Root replace functions are used in the Ayon Cpp Api to fully resolve a path via /resolve the endpoint on the Ayon Server.
