February 2022 Release

A special thanks to @MER-C for their work on Wiki.java and to @sebastian-berlin-wmse for his work on packaging Pattypan for various platforms. Both of these efforts have greatly contributed to this release.

Note that Pattypan now requires Java 11 or later to run.
