Related to #7 Implement the dashboard to list papers with specified statuses and pagination. * Fetch papers from the `/papers` endpoint in the `contentstore` application. * Display the list of papers with the status imported, summarized, scored, or approved. * Add a button to submit another paper at the top of the page. * Add buttons to approve or decline papers with the status `scored`. * Implement pagination to display a maximum of 20 papers per page. --- For more details, open the [Copilot Workspace session](https://copilot-workspace.githubnext.com/wmeints/paperboy/issues/7?shareId=XXXX-XXXX-XXXX-XXXX).
