Editorial: add referrer policy table #9946

In #9832 it was pointed out that Referrer Policy is an enumerated attribute without a table.

This PR introduces said table to the spec, linking off to the Referrer Policy spec for the relevant states, and adding a brief description to each row.

I thought we decided that we did not want to duplicate Referrer Policy here? I might have missed something, but it seems like a potential maintenance hazard.

Yeah, I think this one is best as-is, as an exception to avoid duplicating the contents of another spec.

I had anticipated this, makes sense to me. I'll close this and follow up with a PR to clean up the surrounding prose instead.
