composer.lock looking more reasonable. but need the updates to the composer.json that was used to generate the lock file.

The composer.json has no changes. That is because the drupal-recommended package and the dependencies have fixed version values like 8.9.6 and the ^ operator before the version, which means it will look for 8.9 and do not go to 8.10 but will take care of compatibility issues.
