When in fullscreen mode, none of the cursor fix settings (aside from Never) change the default cursor visibility. It can never be seen or made to be seen.
This extends to when fullscreen mode is partially exited by Alt-tabbing.
Steps to solve
From the beginning, cursor visibility is setup differently for fullscreen mode, so the issue may stem from the different handling. Or the opposite may apply, and more differences in handling may be required.
