Revise update_mirrors.pl and update tor-mirros.csv (#22182, #27585)

tor-mirrors.csv:
  - consistently use boolean values
  - remove offline mirrors

update_mirrors.pl:
  - use tor (requires LWP::Protocol::socks, disable with --no-proxy)
  - use Getopt::Long
  - check offered Tor Browser version
  - only verify file signatures with --verfiy-files
  - automatically remove defective mirrors
  - resort to Last-Modified header when trace url gives 404
  - several cleanups
