This patch fixes https://trac.openstreetmap.org/ticket/4539
When no name or ref is given for a rcn relation, the name is generated from the name or ref of the endpoints. However, existing code only takes the endpoints of the end ways, not necessarily the endpoints of the relation. This patch adds a check to detect the correct endpoints.
