Bump Submariner dependencies to 0.13.0-m2

This is the result of

    go get github.com/submariner-io/[email protected]
    go get github.com/submariner-io/[email protected]
    go get github.com/submariner-io/[email protected]
    go mod tidy -go=1.16 && go mod tidy -go=1.17

The result survives a "go mod tidy" without error and without
changes.
