Enable Konflux hermetic builds for x86_64, aarch64, s390x, and ppc64le. RHEL 9 ppc64le repositories return HTTP 403 with standard subscriptions, so ppc64le uses CentOS Stream 9 (RHEL 9 upstream). Other architectures use RHEL 9 repos: x86_64/aarch64 via GA, s390x via EUS 9.4. Generated lockfile contains 68 packages (17 per arch). Minor version drift possible between CentOS Stream and RHEL, but binary compatibility maintained. Includes test scripts demonstrating RHEL ppc64le failures and validating the working configuration.
