Parser should normalize ref/alt #2
Description
If "ref" and "alt" variants are specified as separate columns, some programs will write those out as quoted strings. The parser should strip those quotes before use, or else we get variants like 1:2_"A"/"C". (this can cause, eg, LD to break because that format is not recognized)
