This replaces the temporary bare-bones README with detailed instructions on how to set up the project locally, pull down the latest data, and deploy the database on top of
datasetteand Heroku. It also includes some basic information on contributing. I've chosen to use the reStructuredText format because it's the standard for Python documentation and this is a Python project (I also think it looks prettier/more readable when viewing in a text editor 😄 )
