This PR adds support for the
spackTargetattribute within theSubmitContainerTokenRequestclass.It comes in conjunction with this Nextflow PR: nextflow-io/nextflow#4701 , and the corresponding Wave PR: seqeralabs/wave#391, and Wave CLI PR: seqeralabs/wave-cli#54
