The jira-maven-plugin provides the following goals:

create-new-version : Creates a new Jira fixVersion value using the <version> of the Maven project
release-jira-version : Updates Jira to release the corresponding Jira fixVersion
generate-release-notes : Generates a release note with details of the Jira issues associated with the fixVersion.
