@nurse Our real-world usage is receiving email in HEY. IBM864 is supported in Ruby but conversion to UTF-8 is not, so emails using this charset (e.g. in a quoted-printable Subject field) can't be parsed by the Mail library.

I saw other single-byte transcodings are easy to add, so I figured adding IBM864 transcoding support to Ruby would be helpful to others who parse email "in the wild."
