This PR will add command line (and client) interactions to calculate metrics for a software repository, including overall "summary" metrics (number of repos, annotations, users) and metrics for a specific repository (e.g., given a threshold for criteria and count for taxonomy, deliver a final answer about criteria / taxonomy that the user can parse further to decide if it's research software).
I'm also doing a bug fix for interface annotation views
