Reduce the number of GradientSpans

Add borders to the GradientSpan geometry. This allows us to reduce the span count for simple gradients from 2 to 1, and to reduce the span count for complex gradient by 2. Also add some gm testing for color ramps that only have 1 stop to make sure it doesn't break. Diffs= 8e792d564f Reduce the number of GradientSpans (#8847)
