Reset scroll constraint when state machine not running

This PR resets the scroll offset when the state machine is not running in the editor. Prior to this, the scroll offset would remain in its current state after stopping the state machine. Diffs= 11afb83c7f Reset scroll constraint when state machine not running (#8817)
