What this PR does / why we need it:
Testgrid daily runs are taking too long. For instance staging daily still has 221 pending and its been running for almost 18 hours...
I've observed that VMIs, once powered off often take about 5 minutes to shut down cleanly. I'm hoping that with 725 instances that 5 minutes makes an impactful difference.
