This PR contains several small fixes and updates to documentation:
A new powershell directory containing some useful development scripts
Small terraform changes (adding Ubuntu 22.04 to images, allowing updating image and agent image in Rancher terraform)
A new terraform doc on creating provisioning simple RKE2 clusters
Nit fixes (removing disclaimer on RKE1 doc, rearranging general docs)
A massive revamp of the old distributions directory to a full kubernetes directory, containing full CAPI and provisioning V2 docs containing design principles
New developer docs
