Add support for Rancher 2.12

What does this PR do?

Adding support for rancher 2.12

• Backward compatible with 2.11
• Usage of HelmApps or HelmOps is driven by installed rancher version
• Changed way how we create namespaces out of projects (new pagination doesn't allow filter out Not in a Project)
• checkChart() without refreshing repo when chart is not available
• Fixed browser selection to Chrome + tweaked memory handling and performance
• Specs for cy docker run are comma separated
• Attempt to make docker auth optional - not sure it is actually working
