Bump maven to 3.9.11

Bumps maven to 3.9.11 and maven-plugin-annotations to 3.15.1.

Draft until;

• distribution is available so distributionSha256Sum can be updated in .mvn/wrapper/maven-wrapper.properties. Release is tagged, build not there yet.
• mvnd 1.0.3 using maven 3.9.11 is available

This is expected the release is not completed yet. I used the tag to test. I'll un-draft once all the pieces are available and i'll adjust as needed.

@manofthepeace do you know if they plan to release mvnd? IIRC, there was no mvnd release for 3.9.10.

Ah I see apache/maven-mvnd#1329 (comment), so we should have one.
