Latest LTS stable version is now 24.04, so we can require it for building.
This cuts out a bunch of boilerplate and is easier to maintain. It requires GLib 2.74, which we now have available.
v2 is deprecated because it depends on an ancient version of Node.js. May as well switch everything to v4.
v1 was apparently already unsupported as of June 30 2024.
