Partially handle operations with permutation factors for explicit reshards.

• In case there is no sharded permutation factors on any tensor, find common axes with no extra special handling.
• In case it is a binary operation and only one side has sharded permutation factors, use the sharding of the side without sharded permutation as the common axes.
• In case it is a binary operation and both sides have sharded permutation factors, do not handle, skip inserting explicit reshards.
• In case it has some sharded permutation factors, and it is not a binary operation, e.g. concatenate, skip inserting explicit reshards.
