TRT-1611: Use new structured interval fields with backward compat from the API #1622

In openshift/origin#28727 we finally move the structured locator and message over to their final field names, and remove the legacy flat strings.

This changes sippy to use the new format, but also has backward compatability to parse the old files and translate them on the fly. The UI only needs to know one format.
