Since there is only 1 replica for cluster-storage-operator, it will show Available=False during upgrade so we add an exception.
sippy shows this problem happens on vsphere; metal and openstack show up too but the number of jobs is only 1.
If openshift/cluster-storage-operator#456 is merged, we will no longer need this, but for now, this PR should unblock TRT-1599 and allow us to add a new Informing job for vsphere.
