I recently put in a research request with my Office of Legislative Services to determine whether our RSA 21-R constituted an "Open Data Policy" as defined by this repo or not. The researcher got in touch with our Director of IT, who wrote back that he does in fact consider it to qualify as an Open Data Policy, although he also said he is not interested in cross-posting it to GitHub, so I am doing that instead for him. Note that this Director of IT has also consistently opposed my other attempts at passing FOSS-related legislation, so I'd take his determination with a grain of salt and verify that it meets the criteria yourself, but I figured I'd at least make notice of it.
