This is an attempt to add Parquet as an output format for the collections built during the weekly processing steps.

What's left:

Convert the GeoJSON geometry to WKB geometry as required by GeoParquet
Add tests or otherwise make sure this stuff works


          First sketch at outputting Parquet formatted data
