Add a default package manager when no known package manager can be found. This package manager will always return `true` when asked if a certain package is installed. This is to allow benchkit to run on platform for which it doesn't know the package manager, even if it can't give info about installed packages.

Can we also simply make a new release to pip repository? |

This is not meant to be a new release, but rather an alternative to pip for people that prefer to use Nix. |

This flake can currently be used to install benchkit, create a benchmark (using the
buildBenchmark) function and run the following tutorials:libvsync_locks,leveldb,levedb_perf.
