Updates for Spring 2026 semester

Made the following changes:

• Updated to the latest pipeline-selenium:sp26 image to get Python 3.12
• Added "moby": false flag to Docker extension to work on Debian Trixie
• Updated lab environment to use Python 3.12
• Updated Dockerfile to use Python 3.12 from quay.io to avoid Docker rate limiting
• Updated GutHub Actions to use Python 3.12
• Upgraded all Python libraries to latest levels to avoid vulnerabilities
• Upgraded all tools to the latest versions
• Locked selenium at v4.16.0 until I can get newer versions to work.
