This will be useful for MITMing proxies that want to synchronize settings between the server and the client.
For now, if such a proxy wants to synchronize settings, it has to send 2 settings frames: the first one when opening a session, the second one when receiving server settings.
This patch allows the application to delay sending the SETTINGS frame with the ACK flag set until the settings are received from the server.
