ncdns reproducible build harnesses for RBM.

Build instructions

First, initialize the stuff that's derived from upstream Tor:

./tools/setup-submodule-symlinks.sh
./tools/patch-tor-to-namecoin.sh

Then follow the Tor documentation to build via the Makefile.
