This failed for me locally because I had already done that manually and the uniqueness constraint (name + scanner) was violated. Do a exists() on the name + scanner first for each rule you're duplicating ?
(I'm not 100% convinced this is useful to do automatically anyway - ultimately, we will likely need human intervention to enable the right rules...)
