The download VSIX option was re-added to installed extentions in 1.101.0, plus a new option to download a specific VSIX version.
This PR simply removes the note that as of 1.96.0 the download VSIX option is no longer present.
I thought maybe changing it to say in versions 1.96-1.100 the option is not there for installed extensions, but don't think it would be necessary.
