This PR adds the iSAID dataset for Object Detection and Instance Segmentation.

The dataset is rehosted on Huggingface to make it more accessible.

@dingjiansw101 Thank you for the open sourcing of the data. If you want to have a look and make any corrections or suggestions, that would be much appreciated. I hope this also makes this dataset more accessible.

TODO:

  • plotting, looking for an efficient way to plot. The approach in VHR10 with the contours is painfully slow
