[macOS Alias Tokens] brandBackgroundHover doesn't match brandBackground on macOS #3780

Please provide a reproduction of the bug

On macOS, we try not to have a hover state color change on our controls to match what OS controls do. Our alias tokens should reflect that. Currently, brandBackgroundHover doesn't match brandBackground, so using the alias tokens as intended results in the wrong UX.
