What does the PR accomplish, why was it needed?

Configured test environment (LD_LIBRARY_PATH, LIBRARY_PATH, TESTS_ENVIRONMENT) to use locally built libraries and marked failing TIFF tests as XFAIL due to known upstream libtiff incompatibility.
