Feature to able use absolute path for transformConfig to performs XDT transformations

@manolerazvan, hello!
Look on my pull request, please.
Without this changes I have concern with deploy pipeline, when config files to update and XML Transformation files dislocate in different artefacts.
Use absolute path make resolve this concern simple.
