Bump Golang version v1.23 and Ginkgo #163

Why we need this PR

Use newer Golang and Ginkgo versions for new features, bug fixes, and regular improvements between versions.

Changes made

  • Bump Golang version (v1.20 -> v1.23) and Ginkgo (v2.14.0 -> v2.22.0)
  • Update OCP Version for Red Hat bundle community
