This PR adds a workflow to automate releases and changelog generation with
release-plz.Some changes to the repo's config are needed for this to work. Also, future commits and PR titles should ideally adopt the Conventional Commits format like described in the updated contributing guide section.
Please also take note of the GitHub token considerations. In particular, unless a PAT or GitHub App token is provided to the CI, the workflows won't run on PRs opened by release-plz.
I back-filled the changelog with the changes since v0.3.0 but the format is a bit different from what it will be for the next releases.
