Because this is the linter documentation it should not exists in repository wide location. See documentation guidelinies. https://github.com/kyma-project/test-infra/blob/main/docs/documentation_guidelines.md
Please check review comments in #12981. In this documentation you replicated mistakes and concerns pointed out in review.
